Bridge
to Europe
|
|
|
|
When you drive along Poznańska
St. in Konin, you will notice a new traffic circle
at the intersection with Kleczewska St. Moreover,
in the area of Ulga Reservoir and River Warta
Valley, you can see a long bridge with abutments
under construction, which in November will provide
access to the Poznań-Warsaw motorway. This investment
has been widely known as the second crossing that
will relieve traffic from the existing bridge
linking the Nowy and Stary Konin and improve communication
along no. 25 Bydgoszcz-Kalisz route, which forms
a part of the historic Amber Route.

- Konin waited for this investment for several
years. Spatial development plans dating back to
1970s provided for the need of building such a
structure. In early 1990s, local authorities in
Konin made first efforts and took actions aimed
at the implementation of the most expensive investment
in the history of the city. We have applied for
the co-financing of the construction from EU funds.
At that time, Sectoral Operational Program - Transport
was being established with active participation
of prospective beneficiaries. The European Commission
approved the program in January 2004. The city's
efforts were completed in 2003, when the Biuro
Projektowe Transprojekt Gdańsk signed a contract
with the city for the river crossing design. In
April 2005, at the seat of the Ministry of Infrastructure,
I signed the contract for the co-financing of
the investment with EU funds in 75%, i.e. with
EUR 42m. It will be a brand new 6.5km long section
of no. 25 national road worth PLN 198m. The beltway
for the city and the new bridge will take over
up to 80% of the existing traffic along the north-south
route. The new route and the bridge will link
the city with the Berlin- Moscow motorway, so
you can call it a bridge to Europe, says Kazimierz
Pałasz, Mayor of Konin.

The construction goes according to the plan.
Deadlines, which for a short time were delayed,
will be met thanks to the warm, spring-like weather
this winter.
The past years have seen several investments in
the city. This trend will be continued in the
new term of office. Apart from the bridge and
the beltway, a new section of no. 25 national
road will be built in the years 2007-2010 at the
cost of PLN 274m. Among several other investments
in infrastructure, the construction of sanitary
and rain water collection system in three districts
will cost PLN 70m. Moreover, PLN 72m will be spent
on the construction and modernization of roads
and streets. The most important investments in
this sector include the reconstruction of the
Toruń Bridge, the construction of River Warta
embankment and of several new streets in housing
estates in Chorzeń, Łężyn and Laskówiec districts.
Several residents of Konin have been pleased to
hear that PLN10m was earmarked for council housing.
Another PLN 19m has been assigned for the construction
and modernization of educational and recreational
facilities.
A few weeks ago, Konin was incorporated to the
Kostrzyn-Słubice Special Economic Zone. City authorities
have been very pleased with the news. Why is that
so?
- Economic Zones are very attractive for investors.
The Kostrzyn-Słubice Zone is extremely active
and includes sub-zones in several towns in north-west
Poland and in the Region of Wielkopolska, for
example in Poznań. Konin offers cost-effective
energy and attractive location in the heart of
Poland at the crossing of major transportation
routes. We want to establish the Maliniec sub-zone
for a well-known investor who is willing to place
investments in our city. We are also preparing
the Janów sub-zone, which will offer its resources
to prospective investors, says Mayor Kazimierz
Pałasz.
