Tarnów Stands for Growth

Rozmowa z Prezydentem Miasta Tarnowa Ryszardem Ścigałą

wersja polska

- Being a regional host, local government may individually set priorities in the realm of environmental protection. What is the policy adopted in this scope by Tarnów?
- In Tarnów, we have already tackled problems related to sewage treatment, safe waste depositing and heating supply. Annual environmental reports show that in the past several years we have managed to significantly improve cleanliness of the air, water and soil.
The municipal authorities place a strong emphasis on environmental education. We collect used batteries and plastic packaging. Tarnów participates in a Tree for a Bottle program. We organize numerous environmental contests and activities: The Greenery around Us for the most beautiful balcony and garden, artistic and photographic contests, we choose the most interesting environmental classroom newsletter, we organize knowledge contests on forests and nature in general. ECOWORLD review of environmental films, programs for kindergarten children: entitled Get to Know Nature Well and What a Beautiful World, play an important role there.
We publish a series of brochures entitled Green Gems of Tarnów and have organized an environmental library.
All local residents have access to a waste selection system. Chemist shops in Tarnów offer containers for unwanted medications and thermometers. Twice a year, we collect large size waste.
As a result, Tarnów has been awarded the Ecology Promoter and Ecology-Aware Municipality of the Małopolskie Provice titles.

- As part of the Clean up the World project you organize a Clean City campaign. Are you satisfied with this year's edition?
- Absolutely. The latest edition of Clean up the World has attracted over 5,000 inhabitants of Tarnów, including kindergarten kids, pupils, young sportsmen, Voluntary Labor Corps members, students, allotment owners and individual residents.
The Municipal Office had prepared 10,000 waste bags, bag packets for selective waste collection and gloves. We have cleaned the vicinities of kindergartens, schools, recreation areas, housing estates, road shoulders and watercourse areas.
Within two days, the waste collection company transported five tons of waste, which best proves the project's usefulness.

- In your opinion, which part of the Strategy for the City's Sustainable Social and Economic Development is of the most importance?
- In early 2007, we organized documents of strategic importance. The large number of programs and goals combined with non-existent co-ordination between them rendered effective program management impossible. It also resulted in a dispersion of the shaky finances.
The plan under development provides for focusing activities and financial means on three priorities related to Tarnów as the sub-region's capital, a place of living and taking advantage of the potential.
For Tarnów, it is crucial to be in touch with the world, to have access to global communication; this area is the first priority acknowledged by city authorities. We have been modernizing the city and preparing a new road transportation system. We have developed and have been implementing a systematic solution to parking problems.
Soon, a motorway will become a significant element of connecting Tarnów with the rest of Europe. We have not been waiting passively for the motorway to be constructed; our role is to build links between the motorway exit and business activity zones in the town. The plans are ready. The cost of upgrading the road transportation system in Tarnów will amount to PLN 130 million within the next few years.
- What is the percentage of EU funds granted to build the A4 motorway local roads and arrange water and waste management in Tarnów?
- The European Union has covered 65% of the road building expenses.
