Interview with Jan Grabkowski,
Governor of the Poznań County

- How do Poznań County authorities
contribute to the creation of an image of modern
Wielkopolska Region?
- Image of a region is formed by several key factors,
such as thriving economy, well-developed road
network, technical infrastructure and transportation
base. However, maybe because of my post, I believe
that a modern region also stands for up-to-date
administration. I place special emphasis on the
quality of services provided by our office. We
make best efforts to streamline the operations
of County Office, for example by the introduction
of an electronic workflow system and extending
working hours of the Department of Transportation.
We provide wide access to information via the
Internet and our transparent website. We also
build a network of Public Internet Access Points.
We intend to propagate this type of contacts with
the office and provide possibly the largest number
of e-services. At the same time, we train our
employees so that they provide professional and
quality services to our clients.

- How do the municipal revenues, which are
among the highest in Poland, translate into the
development of economic and social infrastructure
in the county?
- The revenues of the Poznań County and municipalities
that form it directly affect the pace of region's
development and living standards of local residents,
whereas right investment and economic decisions
that bring profits to local authorities allow
for satisfying the needs of local communities
and set directions for further development.

- This May, four years of Poland's EU membership
will have passed. How do you assess the output
of this period?
- Membership in the European Union has boosted
Poland's development. Here I mean subsidies, which
are probably the most visible form of support,
thanks to which new investment opportunities have
appeared. The Poznań County has also benefited
from them. In the past years, we have completed
several projects thanks to EU assistance funds.
We have modernized roads, built schools and sports
fields, provided equipment to schools and staged
training for the unemployed; and these are only
some of the examples. At present, we hope to obtain
subsidies for the redevelopment of a section of
Poznań-Bolechowo road, thermal modernization of
Welfare Center in Lisówki and hospital in Puszczykowo,
purchase of specialist equipment for the latter
facility, and the reclamation of historic post-Cistercian
complex in Owińska, which houses a Special Educational
Center for the Visually Impaired Children run
by the County and other initiatives.
- How do you evaluate the implementation of
the Strategy for the development of the Poznań
County in 2006-2013, especially its part pertaining
to the improvement of living standards for local
residents?
- The adoption of the Strategy has helped us set
the priorities for future actions, based on comments
and instructions of representatives of different
circles, groups and communities. To local residents,
the most important issues are these related with
health protection, education, welfare, transportation
services and roads. This is why, in order to meet
these demands, we are implementing a number of
initiatives in these sectors. It is not possible
to refer to all of them. For example, in the scope
of health services, in order to diagnose health
condition of county residents, screening examinations
are staged regularly in order to prevent and early
diagnose prostate cancer and type 2 diabetes,
tumors of alimentary canal and ovaries, as well
as thyroid diseases and to ensure hearing protection.
County hospital in Puszczykowo is consistently
expanding its services and in the future it will
play the role of a strategic lifesaving unit in
the Poznań greater area.
- Can you tell us about the challenges you face
in relation with Euro 2012?
- Staging of the championship is a real challenge
to local authorities, which requires cooperation
between heads of individual municipalities, the
county and the city. We still have a lot of work
ahead of us. As I have been appointed by the Governor
of the Wielkopolskie Province a deputy president
of the Euro 2012 Organizing Committee, I can follow
the latest results of works of individual task
groups, which are formed by officers of different
offices. Yet, we need some patience to see the
results, but it takes time to see the effects
of such a huge undertaking.
