Wspólna strategia przygranicznych miast
Bogatynia leży w południowo-zachodnim krańcu Dolnego Śląska. Zamieszkuje ją 27 tys. mieszkańców. To właśnie tu bije "gospodarcze serce" powiatu zgorzeleckiego. Teren gminy jest najsilniej uprzemysłowionym obszarem powiatu i jednym z najsilniej uprzemysłowionych w regionie. Na terenie gminy funkcjonują dwa wielkie zakłady przemysłowe - Elektrownia i Kopalnia Węgla Brunatnego "Turów", które stanowią filar gos-podarczy całego regionu. Od kilku lat w Bogatyni dynamicznie rozwija się budownictwo mieszkaniowe, co samo w sobie jest symptomem stanu gospodarki na terenie gminy.

Bogatynia jest rekordzistką kraju jeśli chodzi o ilość przejść granicznych skupionych na terenie jednej gminy. W Bogatyni jest ich aż sześć - trzy na granicy polsko-niemieckiej i trzy na granicy polsko-czeskiej. Nic dziwnego, że od lat rozwija się tam współpraca przygranicznych miejscowości ze wszystkich trzech państw. Niebawem Bogatynia znajdzie się w gronie nielicznych miast europejskich, które posiadają wspólną z przygranicznymi partnerami strategię rozwoju.
Mocno rozwinięta współ-praca na niwie oświaty, kultury i sportu sprzyja integracji narodów. "Mamy nadzieję, że dokonane tą drogą zbliżenie i wzajemne poznanie lokalnych społeczności z Polski, Czech i Niemiec uda się przekuć na kontakty gospodarcze" - mówi burmistrz Bogatyni Gerard Świstulski.
Sprzyjać temu będzie istnienie wspólnej dla trzech przygranicznych miast strategii rozwoju. Pod koniec sierpnia w ratuszu

 

w Zittau (Niemcy) odbyło się spotkanie pt. "Regionalna koncepcja rozwoju i handlu miast Zittau - Bogatynia - Hradek nad Nysą". Inicjatorem i menedżerem projektu jest Gottfied Wilhelm Leibnitz z Instytutu Krajoznawstwa w Lipsku.
W ramach projektu Interreg II dla Bogatyni, Hradka i Zittau zostanie opracowana wspólna koncepcja rozwoju gospodarczego uwzględniająca powi ązania transgraniczne. Przedsięwzięcie zostanie sfinansowane po połowie ze środków programu Interreg II oraz rządu Saksonii. Wykonawcą koncepcji będzie Instytut Rozwoju Gospodarki i Regionu z Lipska.
W trakcie sierpniowego spotkania zaprezentowano m.in. metodologię prac nad koncepcją oraz powołano międzynarodową Radę projektu. Ze strony polskiej w jej skład weszło 6 osób, w tym m.in. Gerard Świstulski - burmistrz Bogatyni, Krzysztof Wietrzykowski - zastępca burmistrza ds. inwestycji, Adam Kurt - przewodniczący Rady Gminy i Miasta oraz Paweł Kamiński - radny powiatu zgorzeleckiego.
Faza wstępna tworzenia wspólnej koncepcji potrwa do marca 2001 roku. W okresie od kwietnia do sierpnia 2001 wyłonione zostaną specjalistyczne grupy robocze. Najbliższe spot-kanie odbędzie się w październiku 2000 r. w Bogatyni. W trakcie tego spotkania zostanie przeprowadzona analiza słabych i mocnych stron "małego trójkąta" (SWOT).

rozwoju będzie miało olbrzymie znaczenie w kontekście integracji Polski z Unią Europejską. Dokument, który powstanie może wpłynąć na zainteresowanie inwestorów "małym trójkątem", w tym również gminą Bogatynia. Atrakcyjność Bogatyni dodatkowo wzrośnie, jeśli uda nam się wylobbować rozbudowę i modernizację infrastruktury techniczno-komunikacyjnej w rejonie Worka Żytawskiego.
Zresztą to zadanie znajduje się w projekcie strategii Dolnego Śląska" - podsumowuje burmistrz Gerard Świstulski.

A Small Economic Triangle

Common conception for borderline cities Bogatynia is located in south-west part of the Lower Silesia region. It has a population of 27 thousand and constitutes an economic center for Zgorzelec county. The municipality constitutes the most industrialized part of the county and one of the strongest industrial centers in the region. Two large industrial plants: Turów Power Plant and Lignite Coal Mine operate in the municipality and constitute an economic basis for the region. For several years, housing construction has rapidly developed in the region, which is the strongest signal that economic condition of the municipality is simply excellent.

Bogatynia is the national record-holder in terms of a number of border points located in a single municipality. In Bogatynia, there are six of them, three located on the Polish border with Germany and three with the Czech Republic. It therefore comes as no surprise that co-operation between the towns located along the border is steadily growing. In the near future, Bogatynia will become one of the few European towns which hold a common development plan with its cross-border neighbors.
This kind of well-developed co-operation is based on educational, cultural and sports exchanges, which are conducive to the integration of the nations involved. "We hope that close relations established in this way and the familiarity developed with local communities from Poland, the Czech Republic and Germany will easily be transformed into economic relations", said Gerard Świstulski, mayor of Bogatynia.
A common development strategy for the three border towns will strengthen this trend. At the end of August, in the town hall of Zittau (Germany), a meeting was held under the banner "Regional Development and Trade Conception for the Towns of Zittau, Bogatynia, Hradek nad Nisou". Gottfied Wilhelm Leibnitz from the Institute of Sightseeing Tourism in Leipzig is the initiator and manager of the project.
As part of the Interreg project for the towns of Bogatynia, Hradek and Zittau, a common development conception including cross-border relations will be worked out. The project will be partly financed by the Interreg program and the Saxony authorities. The Economic and Regional Development Institute from Leipzig will implement the plans. During a meeting held in August, a methodology for work on the concepts was presented and the Project International Council was established. Six persons from Poland will serve as council members, among them Gerard Świstulski, the mayor of Bogatynia, Krzysztof Wietrzykowski, deputy mayor for investments, Adam Kurt, President of the Town and Municipal Council, and Paweł Kamiński, a councilor from Zgo-rzelec county.
The initial phase for creating a common conception will continue until March 2001. From April to August 2001, specialist work groups will be established. The next meeting to be held in Bogatynia is scheduled for October 2000. During the meeting, an analysis of the strong and weak points of the small triangle (SWOT) will be conducted.
"I believe that a common development strategy for the towns of Bogatynia, Zittau, and Hradek will be of great importance in the context of Poland's integration with the European Union. A document drawn up in this way can encourage investors to place capital in the small triangle and the Bogatynia municipality. The attractiveness of Bogatynia will also grow when we create a lobby for the development and modernization of communal ad technical infrastructure in the region of Worek Żytawski. Fortunately, this task is also included in the strategy project for the Lower Silesia region", said mayor Gerard Świstulski.

Sandomierz not only means history and sights, but it is also a modern town with a population of 28 thousand that is rapidly growing and which constitutes an important educational, cultural and economic center.
Although the tourist infrastructure still needs to be developed in Sandomierz, the authorities are searching for investors who would like to invest
