Jastrzębie Zdrój is a city of 100,000 located in the foothills of the Beskidy Mountains, near the border. The city is distinguished by its richly
sculptured terrain and diverse landscapes, as well as its natural wealth. Many tourist trails and bicycle paths run through the environs of Jastrzębie, connecting attractive recreational areas and sites that draw
many visitors. Among those, the area most deserving attention is the city's oldest section, the Zdrój district, including Zdrojowy Park, which is listed in the registry of historical sites. In the vicinity of the
park, there are plans to build a market, which will serve as a recreational, service, and commercial center.
The town of Jastrzębie Zdrój has a well-developed technical infrastructure, including high quality local transportation services as well as good connections with
nearby towns. One of the town's key assets in terms of promoting development of the local economy is the layout of its transportation system. This is being further developed by investments in the
building of the "Main Southern Road," which will be an east-west link in the southern part of the province, connecting the existing national and provincial roads and the local border crossing point, and it
will also be an exit road from the A-1 highway.
The city cooperates with foreign partners from the municipalities of Hawirzów and Karwina (Czech Republic) and Tourcoing (France). Jastrzębie Zdrój lies on an area of 85.4
km2. Its young and mobile citizens number ca 102,000 (67% of them are of working age). The population density here is nearly three times higher than the average in the Silesian Province. The
town actively participates in creating conditions to support economic growth, allocating 23% of its budget for investment, which, calculated on a per capita basis, gives it a leading position in
terms of cities with 100,000 residents. The rate of growth of new companies in the city from 1996-1999 was 32.6%. Within the borders of the city lies the Katowice Special Enterprise Zone,
offering numerous tax reliefs for investors. To increase the investment appeal of the city, local authorities have also created an Economic Activity Zone, located on the grounds of the now closed JAS-MOS

Considering the human and technical potential remaining after the closure of local mines, as well as the benefits offered to investors, it is certainly an attractive location for starting up a
new business. The city has a spatial development plan and development strategy well suited to meet the changing socio-economic needs of the town. These include perspectives on the main directions for the city's
economic and social development through the year 2010. A consequence of the assumptions made in the development strategy is a Three-year City Investment Plan for 2000-2002, which lays out primary goals and tasks to be
accomplished. The city has five banks, a financial and capital center, a broker's office, a trade center, and a number of institutions supporting local development. The post-secondary educational system in the
town is undergoing changes. New choices are being offered that are well suited to the current socio-economic conditions. These include a large number of technical secondary schools, as well as the Center for
Didactics, a division of the University of Silesia, and a Teacher College of Foreign Languages. Special attention is being paid in Jastrzębie to carrying out pro-environmental investments. Such efforts
include the expansion and modernization of the wastewater treatment plant to include biological and mechanical treatment. The technology being introduced will ensure the city does not exceed legal
requirements for concentration levels in treated wastewater and will be sufficient to meet the needs of Jastrzębie Zdrój, the Enterprise Zone, and nearby municipalities. In addition, a new solid waste disposal
facility is being developed in Jastrzębie. Other investments include construction on and expansion of the wastewater and storm sewerage system, as well as providing gas to all parts of the city. Through the use of
modern, high-efficiency technology, emissions into the air by the worst polluters should be reduced by 50%. Jastrzębie Zdrój is working to steadily carrying out elements of its development plan and is ready to work
