A great success came in October 2001, when the town’s president was appointed a member of the Executive Committee at the Council of European Municipalities and Regions (CEMR) with the seat in Brussels. This organization actively supervises the dynamic role of local governments on the route towards a united Europe.
In today’s world of global interdependencies, towns, municipalities and regions alike are required to cooperate with their partners - corresponding units from other countries. Such relationships are to sanction the exchange of experience and transformation of knowledge from various aspects of life. Also the Association of Polish Towns is a Member of the Council of European Municipalities and Regions.
The appointment of a Polish representative to the Executive Committee of CEMR is a great honor and, at the same time, a huge responsibility. Membership of the CEMR will also give the Polish local governments stronger representation within the EU structures which closely cooperate with the EU institution and hence, it will facilitate “first hand” access to the most up-to-date information on the European Commission’s plans and decisions.

Moreover, active participation in the works of the CEMR will facilitate access to the updated information on local government statutory issues, EU help funds for development of partnership and support of existing contacts, as well as progress in negotiations. It will also equip the local governments better for future membership within the structures of the United Europe.
International contacts and active business development fit into the motto of Nowy Sącz authorities in the view of the changing macroeconomic conditions, globalization phenomena and perspective of future participation in the EU structures.

ACTIVE PARTNERSHIP

Nowy Sącz has always shown a vivid interest in cooperation with other towns and regions. With its open attitude towards international cooperation, Nowy Sącz has established extensive contacts with the following towns: Leipzig (Germany), Scherte (Germany), Stara Lubownia (Slovakia), Presov (Slovakia), Lievin (France), Stryj (Ukraine), Kiskunhalas (Hungary), Troki (Lithuania), Columbia (USA) and Netania (Israel).
These numerous international business contacts allowed the town to gain much valuable experience and solutions modeled on those of other towns and regions. Thanks to business cooperation with Schwerte, Nowy Sącz was able to finalize the development of its canal system with resources from the Polish-German Fund.
Cooperation between Nowy Sącz and Columbia (USA) is quite vigorous. The 10-year anniversary of cooperation between these two towns was due in September 2001.
One of the major elements of cooperation was the issue related to exchanging medical experience and knowledge. It is worth mentioning the collaboration in relation to treatment of early-childhood autism including, among others, diagnostics and rehabilitation methods, specialist training and the possibility to establish contacts with therapy centers in the USA. The contact with doctors from Columbia County allowed for some complicated operations to be conducted in the Nowy Sącz hospital, supervised by the American specialists.

During this 10-year relationship, a few hundred free plastic surgery operations, including a number of post-mastectomy breast reconstructions, have been conducted. Another nice gesture on the part of the Americans was providing the hospital in Nowy Sącz with specialist state-of-the-art medical literature and neurological equipment.
A significant breakthrough was the development of cooperation in the area of education, which covered not only youth exchange, but also the sharing of experience among pupils, students and teachers.
