Panorama talks with Marian Wietrak,
Mayor of Bartoszyce

wersja polska

- Bartoszyce is an active member of the Baltic Euroregion. What benefits does it bring to the municipality?
- The town of Bartoszyce strongly believes in cooperation with the Baltic Euroregion (we have been a member of the Euro- region since 1998). Thanks to our Euroregion membership we have been able to acquire funds, which were obviously subject to the stringent requirements of PHARE. Last year, the celebrations of the town festival were held under the banner of "The International Festival of the Bartoszyce Region - an Opportunity for Furthering Euroregion Cooperation", which was also the title of a project submitted to the PHARE Fund and awarded a subsidy. During this year’s Bartoszyce Festival we held an international conference chaired by Małgorzata Samusjew, the head of Baltic Euroregion, and attended by a delegation from Nienburg, a partner town of Bartoszyce. The town actively cooperates with Euroregions, and this has already brought positive results.

- Being a transit center located close to Kaliningrad and the border crossing in Bezledy, local authorities must receive dozens of investment offers?
- We have noted increased investor activity and a number of businesses have either placed investments or opened headquarters in our town. They mainly provide services related to transit traffic, customs houses, for example. The close proximity to our eastern border, or rather, the vicinity of Russia, constitutes one of the major reasons why investors come to our town. What is more, they benefit from the income tax breaks offered in the Warmia-Mazury Special Economic Zone.
- A state-of-the-art sewage treatment plant, which is the most innovative in the province, has been built in the town. Traditional heating has been replaced with environment-friendly methods. Is the environment a top priority in your policies?
- For decades, Bartoszyce has been an environment-friendly town. In 1997, our old mechanical sewage treatment plant was replaced with a new facility, where the sewage treatment standards applied are the ones envisaged for the year 2000 and later. This helped us ensure that the plant would not have to be modernized soon after its start-up. In addition, we have a very modern municipal landfill and the waste selection system in place will extend its service life to another 15 years. Rational landfill management have helped us successfully solve issues related to waste management in the town and county for decades to come. Our pro-ecological activities have also included air protection. In the late 1970s, we built a central boiler house with a capacity of 35 Gcal/h and a natural gas supply network. As a result, we were able to close small local boiler houses powered with solid fuel and introduce new ones. We also hooked up a number of individual houses to the municipal heating network. Bartoszyce is a town with sustainable development and available urbanized areas connected to all indispensable media.
- Thank you for your time.
