- You have already served half of your term in office. You must look back to reflect on this period. What do you think was your major success?
- I rarely look back and if I do it is not to dwell on success, but to optimize my future actions. Our success is the outcome of work done by the Council and all City Hall officers, and major achievements include:
- Thermal modernization of residential buildings; new surface for roads and pavements; renovation and additional equipment for educational institutions; renovation of local stadium's field; tidying up of green areas along the bank of the Łyna River; weeding off the castle hill; reopening the pre-war Elżbieta's Park; tidying up of the local lake; preparing plots for detached housing, and last, but not least improving the aesthetic qualities of the town.
- Savings in consumption; transport system, road maintenance during winter and summer, efficient functioning of education facilities

- Larger budget outlays for investments in 2005, providing sewage system for Działki housing estate, provision of council housing, preparing the documentation for a recreation, exhibition, and entertainment complex with a sports hall and indoor swimming pool.
- Closer cooperation with our twin cities. In 2004, we obtained funds from the PHARE CBC Polish Eastern Border Cross Border Cooperation Program for the project entitled the Baltic Color Palette - from multiculturalism to the unification of nations. The funds will be used for cultural initiatives lasting 9 months and aimed at activating minorities on both sides of the border with Kaliningrad region, which will be held under the patronage of Jarosław Czubiński, the Consul of the Republic of Poland in Kaliningrad.
- Improving our Quality Management System - Customer Friendly City Hall.
- Construction of GCI and PIT buildings thanks to funds obtained from the Ministry of Economy, Labor and Social Policy as part of the First Job Graduate Vocational Activation Program and target subsidy from the state budget as part of the contract with the province
- Joining the Barcja Association of Municipalities which manages loan guarantees fund for newly established enterprises.
- Working to establish the EKOBART Association of Municipalities with the planned task to implement comprehensive waste management

- How important is the economic sub-zone for the development of Bartoszyce? What can you offer to potential investors and what are your expectations?
- The W-M SSE Sub-zone, which covers not only Bartoszyce but also other parts of the municipality, is one of the alternative ways of attracting investors. We offer a wide range of incentives which are currently reviewed because we joined the Partnership for Investors program. We offer attractive areas with full utility supply located near main transportation routes leading to the cross-border points with Kaliningrad district. We also boast highly qualified labor.
- What future do you see for the institution you are in charge of? How important is the absorption of EU funds in the context of your future plans?
- I see my present term in office as a watershed one, which stems from changes introduced into management system. During all those years of passive waiting for jobs that were to be created in the W-M SSE sub-zone, we have learnt to be self-reliant. We are aware of new opportunities in the new EU reality. However, we are far from being intoxicated by the fact, as we realize that the EU can help only those who want to help themselves. This requires a great deal of effort and motivation. We quickly catch up in such fields as technical documentation, economic development strategy and long-term investment program. We invest in raising qualifications of our officers in order to meet requirements when filing for EU funds.
We might have fallen behind in that respect but I am still optimistic. I treat my present term in office as only an "overture" to the "grand opera" called the "Outburst of Opportunities" in store for the town and its inhabitants in the near future.
