Opole - jakie jest, jakie będzie?

Opole nie jest miastem dużym, liczy niespełna 130 tys. mieszkańców, ale jego rangę na mapie polskich miast najlepiej obrazują wyniki rankingów publikowanych w centralnych periodykach, m.in. w dzienniku "Rzeczpospolita", tygodnikach "Wprost" oraz "Wspólnota". Od kilku lat wyniki te są dla Opola bardzo korzystne, sytuują bowiem nasze miasto w ścisłej czołówce ośrodków o najwyższym potencjale rozwojowym. Dość wymienić ranking Centrum Badań Regionalnych, ogłoszony kilka miesięcy temu, w którym Opole zajęło czwarte miejsce w Polsce właśnie pod względem tempa swego rozwoju, przy czym lepsze okazały się tylko takie tuzy, jak: Sopot, Poznań oraz Kraków. Opole zaliczane jest także do najbogatszych miast, jeśli weźmie się pod uwagę jego dochody per capita. No i jako jedyny większy ośrodek miejski trafiło w 2000 roku do tzw. Złotej Setki Samorządowych Inwestorów.
 Pamiętać jednak należy, że Opole wraz z okalającymi je gminami tworzy ponaddwustutysięczną aglomerację, której kierunki rozwoju zostały określone w "Programie strategicznego rozwoju aglomeracji opolskiej". Nakreślona w dokumencie wizja miasta wskazuje jego perspektywy rozwojowe - jako nowoczesnego miasta z mocno rozwiniętym ośrodkiem akademickim i naukowym, z silnym zapleczem biznesowo-kongresowym (jego budowę przy ul. Kopernika właśnie rozpoczęto). A przypomnieć warto, że z szeroko pojętą nauką związanych jest w Opolu ok. 30 tys. osób, oraz że opolskie uczelnie skupiają nie tylko studentów i pracowników nauki, ale także są konsumentami całej sfery usług, handlu, gastronomii...
 Oczywiście wiele zadań czeka w naszym mieście na swój właściwy czas realizacji, bo wiadomo, że budżet gminy, nawet wysoko ocenianej w rankingach, nie jest z gumy. Jedną z ważniejszych spraw jest - zresztą jak i wszędzie w Polsce - poprawa układu komunikacyjnego. Bo choć udało nam się doprowadzić do finalizacji budowę nowego mostu na Odrze, to jednak na dokończenie czeka obwodnica, dzięki której ruch tranzytowy wyprowadzony zostanie z centrum miasta. Ponieważ mówi się, że "połowy dokonał, kto zaczął", wierzę, że za kilka lat obwodnica opolska w rejonie Krapkowic połączy się z autostradą.
 Z komunikacją w mieście wiąże się także budowa parkingów, wielopoziomowych i podziemnych, i takie też zaplanowaliśmy w samym centrum miasta, dla bezpieczeństwa ruchu zaś na ważniejszych skrzyżowaniach chcemy wybudować w niedługim czasie kilka małych rond tzw. kompaktowych. Nie są one może dla kierowców najwygodniejsze, ale na pewno zmniejszają ryzyko wypadku.
 Ważną, od kilku lat prowadzoną inwestycją, a raczej inwestycjami, jest uzbrajanie w gaz i kanalizację peryferyjnych dzielnic miasta. Niebawem przybędzie też miastu kilka nowych, dużych sklepów wielobranżowych znanych europejskich firm. I choć środowisko kupców mocno sprzeciwia się konkurencji, to jednak miasto nie może iść pod prąd ogólnych, powszechnych trendów, zwłaszcza że sami opolanie są do hipermarketów bardzo pozytywnie nastawieni i zostawiają w nich niemało grosza...
 Wizerunek każdego miasta buduje się latami, wieloaspektowo. Wygląd domów, ulic, zamożność mieszkańców, ich znajomość języków obcych, bywanie za granicą, przyjaźń i partnerstwo tak miast, jak i osobiste kontakty ludzi, wymiana kulturalna, współpraca gospodarcza, że nie wspomnę o działalności promocyjnej, której ważnym aspektem jest branie udziału  w rozmaitego rodzaju wystawach i targach - to wszystko wpływa na sposób, w jaki widzi nas zagranica. Mam nadzieję, że Opole postrzegane jest przez naszych zachodnich, wschodnich i południowych sąsiadów jako miasto zadbane, zasobne, przyjacielskie. Miasto, do którego trzeba trafić i tu zainwestować.

Opole: Will It Remain As It Is?

Opole, with nearly 130,000 residents, is not a large city but its position on the map of Polish towns is best illustrated by the results of rankings published in national dailies, such as Rzeczpospolita, and the weeklies Wprost and Wspólnota.  For the last several years, the results of these rankings have been very favorable for Opole, placing our city among the top communities in terms of development potential.  A perfect example of this is the results of a ranking from the Center for Regional Research announced several months ago, in which Opole placed fourth nationwide in terms of the tempo of its growth, with outstanding "big name" towns like Sopot, Poznań, and Kraków placing ahead of it.  Opole is also one of Poland's most affluent towns in terms of per capita income.  Moreover, it was the only large town to be included in the "Golden 100 of Local Government Investors" for the year 2000.
 It is worth noting that the growth of Opole and the surrounding municipalities, which together comprise an agglomeration of more than 200,000 people, has been detailed in the "Strategic Program for the Development of the Opole Agglomeration."  The vision of the town outlined in this document indicates it has the potential to develop into a modern town with highly developed academic and educational centers and good facilities for hosting business meetings and congresses (construction of such a facility has already started on Kopernika Square).  It is also worth remembering that broadly speaking some 30,000 people in Opole are involved in academics, and that the academic institutions in Opole are not only bodies made up of students and academics, but are also consumers of a wide array of goods and services, including gastronomic services, etc.
 Of course, many tasks in the town have to wait for the proper time for realization, because it is clear that the budget of the municipality, even though it is highly rated in rankings, can only be stretched so far. As is true nearly everywhere in Poland, one of the most important matters of concern in Opole is improving the transportation system.  We have managed to bring the construction of a new bridge over the Oder River to a close, but a new bypass road that will bring traffic out of the city center still awaits completion.  As the saying goes, "he who has begun is halfway finished." We believe that in several years the Opole bypass road will be linked to the highway in the area of Krapkowice.
 Another matter related to transportation is the building of multi-level and underground parking facilities in the heart of the town, as well as plans to build several small "mini" traffic circles at key intersections in the near future in order to increase traffic safety.  They may not be the most comfortable solution for motorists, but they will certainly decrease the risk of accidents.
 An important investment, or rather series of investments, that has been carried out over the last several years is the hooking up of neighborhoods on the outskirts of the city to our gas and sewerage systems.  In the near future, the city will also gain several new department stores of renowned European companies. Although the local business community is strongly opposed to the competition, the city must move in the direction of contemporary trends, especially since the citizens of Opole themselves have shown interest in supermarkets, spending no small sum of money in them.
 The image of a city is shaped over the years in terms of many different aspects. The appearance of its homes and streets, the affluence of its citizens and their knowledge of foreign languages, the friendship and partnership links of the town and its residents with communities and individuals abroad, cultural exchanges, and economic cooperation: all these things play a role in shaping the way we are seen abroad. Furthermore, promotional activities, of which an important aspect is a wide range of various types of fairs and exhibitions also have significant impact on our image.  We want Opole to be viewed by its neighbors to the West, South and East as a well-kept, affluent, and friendly city - a city worth investing in.
